On this older generation the key switch and the drawer interlock are the usual suspects when nothing happens at all. Both are safety devices, which is exactly why they must be repaired rather than bypassed.
The safe owner boundary here is the drawer and the bin. Anything past that, with a powered ram and mains wiring in a tight cabinet, is technician work with the breaker off. Bypassing an interlock to keep an old compactor running is not something any honest technician will do.
