RO systems refill slowly by nature: the membrane produces water at a low rate, so drawing several litres and expecting immediate replacement is unrealistic. Genuine slow-refill faults come down to feed pressure, a fouled membrane or a tired tank.
Changing the cartridge stages is reasonable owner maintenance with the feed isolated and the pressure released. Anything involving the membrane, the tank charge or the drain line is a technician job, and hard water shortens membrane life no matter how careful the maintenance is.
