A dehumidifier that runs without collecting water is usually working in air that is too cold for its design, or the coil is frosted. Most portable units are specified for rooms above a stated temperature, and below that they frost instead of draining.
Switch the unit off and let a frosted coil thaw before assessing it. A compressor that never starts while the fan runs points at the start components or the sealed system, and on a portable unit the sealed system is rarely worth repairing. Empty the bucket and check the float and its switch before assuming a fault.
