An atmospheric gas heater relies on natural draft, so anything that spoils the draft, such as a blocked flue or a strong extract fan in the same room, shows up as poor combustion or a pilot that will not stay lit.
This is licensed-trade territory. An owner should never modify a flue or dismantle a gas control. If you smell gas or see soot around the draft hood, shut the gas off at the appliance valve, ventilate the room and call a licensed gas trade the same day.
