An over-the-range microwave that runs without heating has a fault in the high-voltage section: magnetron, diode, capacitor or transformer. This is not a do-it-yourself repair. The capacitor can hold a dangerous charge even with the unit unplugged and can injure or kill someone who touches it, so the diagnosis belongs to a technician with the correct tools.
Safe owner checks are limited to the obvious: confirm the unit is plugged in, that the door closes fully, that the turntable coupler is seated and that the grease and charcoal filters are clean. Never run the microwave empty while testing.
